I think it should be for quality and quantity. I too believe that the badges are something people should work for and earn as they are the BnS badges of honor but there are some talented mappers and modders like nikhao that deserve a badge. 1shot, although newer, also deserves a badge for all the hard work he does with requests and just in general.
Maybe a committee would work out maybe it wouldn't but it is better then having one person decide who gets them and who doesn't.
